The beauty of a Christian woman is not found in outward appearance but from her inner self. This is a radical thought for the world of glamour, Hollywood stars, clothing outlets. But experience proves this is true. Outwardly beautiful pose many temptations to men and deceive men into thinking that the outward beauty is a reflection of a beautiful personality. Outward beauty fades over time until we all look at the same when we reach 80 or 90, if we live that long. We will have white hair, wrinkled skins, and sagging muscles. The inner beauty of a person does not need to fade but can grow more beautiful over time as a person ages. The patterns of life set early on will be reflected later in life. Peter is encouraging women to work on their inner selves. The comes through gentleness and quietness. Some of this is cultural, but it is also universal.
