Romans 3:29-31 29 Or is God the God of Jews only? Is he not the God of Gentiles also? Yes, of Gentiles also, 30 since God is one—who will justify the circumcised by faith and the uncircumcised through faith. 31 Do we then overthrow the law by this faith? By no means! On the contrary, we uphold the law.
The gospel is for everyone because everyone has the same need. No one is exempt from sin. Everyone needs a savior who can save them from the penalty and power of sin. There is no power within ourselves that can overcome sin. Legalism will not work because it only enhances our pride. Libertyism or antinomianism will not work because it satisfies our flesh and leads to bondage to sin. We have to quit our struggle and rest in faith. That does not mean that we simply believe in the mind. No, we must act on our faith by walking in a new way of life. Paul will talk about this later in ch. 12. Faith, if it is genuine, should lead to obedience. Faith must be active. In that sense, the law is important because it becomes the guide to faith. The law is fulfilled because the Holy Spirit is conforming us to the likeness of Jesus Christ. We simply need to say yes to the promptings and leanings the Holy Spirit will give us. Paul will develop the idea of faith more in the next chapter.
